House Rule Arbiter is a quiet place for an open table to keep its own citations and settle them when two lines pull in different directions. You file original wording under Official, Expansion, or House, give each line a priority and a scene, and write a short interpretation so the group remembers why the sentence exists. When a conflict appears you type two rule numbers. The app first looks for a stored slip that already covers that unordered pair. If none exists it compares rank, then the more specific line if you asked for that test, then House over Expansion over Official, and it writes a multi-sentence reason the table can keep. Later arguments search those precedents first. A disputed switch parks a call in a post-session queue, and a compact promote action can lift a winner into House source so the next tie follows the table rather than the booklet. Charts count what is actually on the phone. A glossary can optionally fetch a short English encyclopedia summary; everything else works without a network or an account.
